Energy secretary Chris Huhne has urged the UK's biggest energy suppliers to increase their home insulation provision ahead of the winter.
The minister said that the Big Six energy providers are at risk of missing energy efficiency targets set by the government.
Research from the Department of Energy and Climate Change has shown that 58 per cent of homes in the country have adequate loft insulation.
A similar proportion of properties with cavities have cavity wall insulation.
Mr Huhne said: ""More and more people realise that insulation can save you money and make your home cosier.
"More than £100 can be knocked off your bill if you get your loft lagged and cavity walls filled and thanks to tough government targets for the Big Six energy companies, consumers can get free or discounted insulation."
The comments are likely to be welcomed by homeowners ahead of price rises coming into effect across all major energy providers this autumn.
