Householders who are living off the mains gas but want to secure cheap energy bills could try using heating oil.
Jeremy Hawksley, director general of Oftec, said heating oil can be cost effective in rural areas and it does warm up homes.
"Heating oil is more expensive than mains gas, but much less expensive than Calor Gas and usually it is less expensive than electricity, which isn't a good form of central heating anyway," he argued.
In order to bring costs down further, consumers can club together to buy the oil in bulk. This "does make a difference" to people's household budgets, Mr Hawksley said.
Additionally, the government could do more to help consumers with their fuel costs, such as giving grants to the unemployed or elderly, he insisted.
Meanwhile, Child Poverty Action Group has warned that more people are dipping into their savings to pay for everyday household costs, such as energy bills.
