The implementation of this legislation is now a step closer after the Energy Act passed into law this week, paving the way for the roll-out of the scheme in the autumn of next year.
Energy and climate secretary Chris Huhne said a "huge hurdle" has now been overcome in the drive to make the UK's housing stock more efficient.
He added: "The coalition is doing all it can to bear down on energy prices, but insulation will provide the long term help to manage bills."
The Department for Energy and Climate Change emphasised how crucial this legislation will be with the release of figures showing more than half of the country's homes are not adequately insulated.
It was also recently stated by Deutsche Banke that a quarter of households will be in fuel poverty by 2015 due to rising energy prices.
