The rate at which carbon emissions are reduced needs to be increased four-fold in order to meet future targets, according to a new report.
Research by the Committee on Climate Change (CCC) has revealed the current progress is only a quarter of that required to ensure greenhouse gases are reduced.
In 2011, emissions fell by seven per cent, but only 0.8 per cent of this can be linked directly to the implementation of proactive carbon lowering measures.
Chief executive of the CCC David Kennedy said: "Much of last year's fall in emissions was due to a combination of mild weather, rising fuel prices, falling incomes and transitory factors in power generation."
He claimed "major challenges" need to be faced in order to drive down carbon output and that this must be done as a "matter of urgency".
The news comes after the CCC recently claimed local authorities have a crucial role in contributing to emissions reductions.
