The "vast majority" of people will only take action to reduce their domestic energy usage when gas and electricity prices soar "prohibitively high", according to Sustain Worldwide.
Gordon Miller, sustainability and communications director at the organisation, noted that people will begin to take up renewable energy generation projects, such as solar panels and thermal options, when their household budgets are squeezed.
To address this, the government needs to "encourage and incentivise" people to cut their energy bills by engaging with the Green Deal.
"Clearly, a well thought-out marketing campaign will notify people of the benefits of the Green Deal and energy efficiency. Then it's down to the detail of the scheme and how people equate the cost versus benefits argument," added Mr Miller.
His comments come after the Organisation for Economic Co-operation and Development published a report stating that green growth makes economic and environmental sense.
