Consumer Focus says the government has got to make sure the Energy Bill keeps costs down for customers.
At the moment there are concerns the new measures could push up gas and electricity prices.
Because of this, director of energy at the consumer watchdog Audrey Gallacher believes the coalition has to find the balance between meeting green targets and keeping costs down.
Fuel poverty is on the up in Britain and she thinks the government has a responsibility to help those who will be hardest hit.
Ms Gallacher added: "With a hefty price tag attached to the changes to be made, consumers need to be assured that not a penny of the funding that comes out of their bills will be wasted."
However, secretary of state Edward Davey claimed the bills will be better for the economy and ensure the UK is not affected by rising global energy costs.
