Plans from energy suppliers Covanta Energy to build waste incinerator plants in Wales have been formally submitted.
The £400 million waste to energy project will convert 750,000 tonnes of residual waste to 70MW of cheap electricity each year if the Infrastructure Planning Commission approves the proposals.
Malcolm Chilton, UK managing director of the energy supplier, commented: "Using waste to produce energy is a very cost-effective solution to these problems."
He said the cost of building and operating the plant will be met by Covanta and will not present any financial risk to local authorities in South Wales.
"It will also help cut greenhouse gas emissions that contribute to climate change - by displacing the carbon dioxide produced by fossil fuel generation and reducing long- term emissions of methane gas from landfill sites that will otherwise be required," he added.
The construction of the proposed Brig y Cwm plant, located near Merthyr Tydfil, could create 650 jobs.
