There should be minimum standards in domestic efficiency levels to help residents tackle prices from energy suppliers, according to the Energy Saving Trust (EST).
The organisation said homeowners should be encouraged to get an Energy Performance Certificate for their property so they are aware of their electricity and gas usage and can take measures to reduce it or switch energy tariffs.
In addition, the EST has called for a ban on properties being sold or rented with F or G efficiency ratings - the lowest two levels on the scale - by 2015.
An EST spokesperson told eviee.co.uk: "The Energy Saving Trust is advising the government that it should not be possible to sell or rent a home that is F or G rated from 2015."
According to the Times, the least efficient homes tend to be Victorian-era properties that lack proper insulation or efficient boiler systems.
The government recently pledged to insulate every home in the UK as part of a nationwide efficiency strategy.
